In a landmark development for India’s defense capabilities, the government announced a significant ₹62,700 crore agreement on March 28, 2025, to procure 156 domestically manufactured Prachand light combat helicopters (LCHs) from Hindustan Aeronautics Limited (HAL). This monumental deal, which received approval from the Prime Minister-led Cabinet Committee on Security (CCS), underscores India’s commitment to enhancing its military strength with locally produced equipment.
The CCS has sanctioned the purchase of 90 LCHs for the Indian Army and 66 for the Indian Air Force. The Prachand helicopters are specifically designed for operations in high-altitude terrains, reflecting India’s strategic focus on mountainous conflict zones. Currently, 45% of the helicopter components are sourced from within India, with plans to boost this to 65% by the project’s completion.
Production Details and Timeline
The new procurement will augment the existing fleet, which includes 15 LCHs (10 for the IAF and 5 for the Army) that were commissioned under a previous ₹3,887 crore contract in 2022. The latest helicopters will be manufactured at HAL’s state-of-the-art facilities in Bengaluru and Tumkur, Karnataka.

Notably, the Prachand is India’s first fully indigenous combat helicopter, capable of operating at altitudes exceeding 5,000 meters (16,400 feet).

In addition to the Prachand deal, the CCS also approved a new defense cooperation agreement with Sri Lanka. Furthermore, the Ministry of Defense has entered into a contract with US-based Metrea Management for a wet leased KC-135 mid-air refueling aircraft, which will be delivered within six months to facilitate training for IAF and Navy pilots.
Overall Defense Contracts in 2023-24
The Ministry of Defense has achieved a significant milestone with a total of 193 contracts signed during the 2023-24 fiscal year, exceeding a cumulative value of ₹2 lakh crore. This figure represents the highest ever recorded and nearly doubles the previous year’s total. Notably, 92% of these contracts have been awarded to domestic industries, amounting to approximately ₹1.7 lakh crore.
- Upcoming Projects: Contracts for 26 Rafale-Marine fighters from France and three additional Scorpene submarines have been deferred to the next fiscal year.
