Russia to Manufacture Aircraft in the Fastest Growing Global Economy
MOSCOW– In a groundbreaking development for India’s civil aviation manufacturing industry, Hindustan Aeronautics Limited (HAL) and PJSC United Aircraft Corporation (PJSC-UAC) have entered into a Memorandum of Understanding (MoU) to produce the SJ-100 civil commuter aircraft in India.
This initiative aligns with the government’s “Make in India” program. The agreement was signed during a ceremony in Moscow on October 27, 2025, by Prabhat Ranjan of HAL and Oleg Bogomolov of PJSC-UAC.

HAL and Russia SJ-100 Production in India
The MoU grants HAL the authority to manufacture the SJ-100 aircraft for the Indian market.
The SJ-100 is a twin-engine, narrow-body aircraft that has seen production of over 200 units and is currently operational with more than sixteen airlines worldwide.
Although specifics regarding production schedules and localization are still in the works, HAL expressed optimism about the agreement stimulating domestic manufacturing, increasing private-sector involvement, and creating jobs throughout the aerospace supply chain.

Significance of Manufacturing SJ-100s in India
This agreement represents a significant leap for India into full-scale passenger aircraft production, marking the first such step since HAL manufactured the Avro HS-748 from 1961 to 1988.
Experts consider the HAL-UAC collaboration a crucial advancement toward establishing India as a regional aviation manufacturing center and meeting the government’s self-reliance ambitions in civil aviation.
HAL estimates that India will need over 200 regional jets in this category over the next ten years for smaller cities, along with an additional 350 aircraft for routes across the Indian Ocean region.
This partnership is expected to greatly enhance regional connectivity through initiatives like the UDAN (Ude Desh ka Aam Nagrik) scheme, reinforcing India’s focus on self-reliance in passenger aircraft manufacturing.

Impact of SJ-100s on Regional Connectivity
The SJ-100 is anticipated to revolutionize short-haul domestic routes, particularly under the UDAN scheme focused on improving air travel to Tier-2 and Tier-3 cities.
With a capacity for 75-100 passengers and the ability to travel up to 3,530 kilometers, the aircraft is strategically suited for regional operations.
By producing this jet domestically, India aims to decrease reliance on imports, establish a local aerospace ecosystem, and address the growing demand for regional connectivity.

Bottom Line
The MoU between HAL and PJSC-UAC signifies a momentous achievement in the journey of civil aviation manufacturing in India.
It marks a revival of passenger aircraft manufacturing on a large scale and aligns with the government’s objectives: improving regional connectivity, creating a manufacturing ecosystem, and pursuing self-reliance in aviation.
While full details on implementation are still pending, this partnership represents a significant advance for India’s goals in the aerospace sector.
