Emirates Secures GCAA Approval for Significant Boeing and Airbus Upgrades
Emirates has received the green light from the General Civil Aviation Authority (GCAA) to perform significant aircraft modifications on its Airbus and Boeing fleets.
On November 20, 2025, Emirates announced that its engineering division obtained GCAA Design Organization Approval (DOA) through Supplemental Type Certificates (STCs).
This new authorization allows Emirates Engineering to expand its existing capabilities for minor modifications to include extensive cabin reconfigurations and complex design changes. This shift provides Emirates with enhanced control over timelines, costs, and innovation priorities.
The GCAA’s approval covers both Airbus and Boeing aircraft, offering Emirates flexibility across its entire fleet for potential future applications. Importantly, this change means the GCAA can independently review and process major modifications without needing involvement from original equipment manufacturers (OEMs), representing a significant milestone for aviation regulation in the UAE.
According to Emirates Engineering, it is the first organization in the UAE to secure major design modification approval from the GCAA.
“This approval fundamentally transforms our approach to aircraft modification. Having in-house design and certification capabilities allows us to control our product development directly and define our specifications and timelines,” stated Adel Al Redha, Emirates Deputy President and Chief Commercial Officer. He added that this certification aligns with the airline’s expansion at Dubai World Central (DWC), where this expertise in engineering is essential.
Previously, the major work handled by Emirates Engineering was outsourced to OEMs or third-party design organizations. Now, with this new capability, Emirates joins a select group of airlines globally that possess in-house major design and certification capabilities.
“This accreditation marks a crucial step in advancing the aircraft design and engineering approval ecosystem in the UAE. It showcases the preparedness of the regulatory framework that the GCAA is establishing to empower maintenance and engineering service providers to enhance their capabilities,” commented Aqeel Al Zarooni, Assistant Director General for Aviation Safety Affairs at the UAE General Civil Aviation Authority.
